Fusion21 appoints firms to £1.5bn decarbonisation framework


Procurement body Fusion21 has appointed 40 firms to its latest decarbonisation framework, which is expected to be worth up to £1.5bn over four years.

The new framework replaces an earlier version and is intended to help public sector organisations cut emissions and deliver retrofit works on housing and public buildings.

It will support projects funded through the government’s Warm Homes: Social Housing Fund and the Public Sector Decarbonisation Scheme.

SMEs account for 42 per cent of the firms, all of which were selected after a competitive tender process.

The framework is built on a turnkey model and covers both domestic and non-domestic properties, with regional and national lots.

Appointed suppliers appointed hold Trustmark accreditation and be compliant with the PAS 2030:2023 standard. Fusion21 said the framework offers updated specifications, refreshed pricing models for 2025, and flexible procurement options.

The framework is split into two lots:

  • Lot 1: Whole-house decarbonisation
  • Lot 2: Public and educational building decarbonisation

Fusion21 Group Executive Director for Operations Peter Francis said the framework was designed to help clients deliver on the government’s 2050 net zero targets, while meeting social value goals and creating opportunities for green skills training and employment.

Successful bidders include major contractors such as Bam, Morgan Sindall, Vinci and Wates, alongside regional firms including Yorkshire Energy Services CIC and Ecogee Limited.

Fusion21 stated that the framework is ready to deliver work aligned to current and upcoming public funding programmes, including future waves of the Social Housing Decarbonisation Fund (now called Warm Homes) and related initiatives.
